It was a Year of a Million Dreams prize, a way to kick off the celebration. I heard an interview with them on a nighttime program called Delilah, and they had just entered like an online contest or whatever.

I think the that 2 hours alone in the park doesnt even compare to the Night in Cinderella Castle. Yes that is also a prize of the YoMD. There was an apartment finished in the castle and the winning family gets to spend the night there and they also get dinner at Cinderella's royal table

Maybe Canada has some law against giving things away for free, so Disney has to have Canadian winners complete some easy task so it looks like they "earned" the prize.
