Need help getting on forums

I am trying to get on forums but can't. I get message saying I'm not connected to the internet or this is problems with the site.

I have not changed any setting on my computer, router or modem. I can access forums if I use my aircard.

Can anyone tell me what the problem is, or did forums ban my IP address?
