It sounds as though you are talking about a situation where someone is using their mules to scam other players. Scamming is against the rules and can lead to being banned regardless of using mules or not.
Staff seems to be pretty well aware of the existence of mules. I haven't heard of anyone getting banned for logging on two people simply to trade between accounts.
