Yes, that is how I understand it. Once you reach 100 reputation points, you receive a second star and for every 100 points after that a new star is added:

0-99 points
100-199 points
200-299 points

...and so forth. However, once you reach 500 points, your 6th star and each additional star becomes high positive:

500-599 points
600-699 points
700-799 points

...and so forth.
