They had a lot of things in devolpement for the game and things that never happened. Remember that card game they were refining? Remember YAVN talking about trips to Tokyo and Hong Kong that fell apart. Also there was no VMK reward for the third POTC movie game. You played and never got anything.

It had been in development for 3 years. It would have been a lot more hastily designed if it was really meant to only be open for a year. Disney, a company known for meticulously evaluating the financial viability of every small concession stand, would not throw away their money like that.
