whats the best program?

hey guys im back hehe any ways.. whats the best program to use for making signatures and graphics? and it doesnt make ur computer slow

Well I have GIMP, and it really hasn't given my computer any problems regarding speed.
It's a really good program, but you need to check out a few tutorials to see how to do things because GIMP is kind of complicated at first.
Also, GIMP is free to download depending on where you download it.

I like photofiltre! The only thing is you can't animate stuff with it. I really like it and its free also!

I use both mentioned above. (GIMP and PhotoFiltre)
I like GIMP better though.(:
They are both free and both great programs.

I use Photoshop Elements 5.0. It's a great deal if you don't have a problem with spending a little bit of cash, but I also got mine with two coloring programs included with a Wacom tablet. Photoshop CS4 is great too, if you can save up enough money to get it!
Haha, but like everyone else said, GIMP is a free, easy solution (even though I have failed to understand it.. xD).
Neither make my computer slow. (:
