i was gonna make my own avatar but i dont know what size it is, and how do i do that size on paint?

On your UserCP under editing avatar it states
Note: The maximum size of your custom image is 100 by 100 pixels or 20.0 KB (whichever is smaller).

Not everybody's avatar size limit is the same, but SpinMarty pointed out how to find out what your limit is.

If you want a cheat for getting the right size, go to an avatar that is the size you want, you can even use your own avatar that you picked from the pre-defined list.

Right-click on it, and "Save As", in Firefox it's "Save Image As..."
Save it an remember where it went. Then, open Paint and do File->Open, in the File Selector for Open set "Files of type" to the type you saved the avatar as (probably Graphics Interchange Format (.gif) or JPEG, or just pick "All files") locate the file you just saved and Open it.

Once that's loaded in Paint, you can just erase the picture. Poof, you have a blank canvas, of the size that you want to use!

If you are doing much work with images, you will probably want to look into getting a better program than Paint.
