Do non-active web pages take up bandwidth?

Because i cannot get on VMK, and i think it's something do do with my connection... (But im not sure).
My Dad has about 5 Internet Explorer Windows up, but they're not loading or moving in any way. Does this take up bandwidth?
Would this affect my internet speed? (Even marginly)

Normally, an inactive IE window won't take up any bandwith. BUT it may take up memory, and depending what it is really doing, it may slow your machine down. But if it is really inactive - it shouldn't affect you much.
