You have to go to the shop itself (in this case Ned's) and click on the cash register, then click on specials for the new costumes. Same with other stores, you have to be in them to see the specials.

Shrunken Neds, Emporium, and It's A small world, all have items realease today, and over the weekend.

In Shrunken Neds's the register is located in the bottm right, in Emporium it is on the table next to the coffin telelporter, and in Small World, it is very small on the sales counter by the teacups.
