Yes indeed it does. It makes sort of a tingle/whoosh sound.
Also he is wearing Autopia Racing Yellow which sounds awesome!
He is a very very nice guy you all should meet him. :)

I just checked the wiki and Fusco is a tester. Except, I don't know why he doesn't have the QA_ in front of his name. Weird.

I think he's like Baby and Yavn, not a tester but a producer or something along those lines.

Actually Fusco is not a QA_ VMK_ nor HOST_ I wouldn't even say a "Producer",...
He is more of a designer... Like TikiT for example. :)
I don't believe "baby" is like yavn. He is a normal player just given the hat by a Producer.

Yeah, Baby is just a lucky vmk player who is also a good friend and enjoys the game, he doesn't actually work for vmk in anyway.

This is what my view is on it all ^^ :)

I just noticed...the coral magic he had on didn't have the single use symbol on it. Permanent coral magic? A possibility, most likely!!
