I think onye boys can buy it but girls can get it when they make a player for VMK.

It's a lanyard. It does come with the shirt. I don't know its availability for girls.

As of this moment, there are 3 different VMK shirts for girls that can only be picked by brand new girl characters. They have to be chosen as the first clothes you pick when you sign your character up. Once the new character is "born" and starts walking around VMK, the shirts are not available in the clothes inventory anymore. So the only way to get these shirts is to be a brand new character, or to trade for them.
