Flippy is the guy in City Hall as xigbar said... But he also plays another role in the game, and this role is an important part in the black cat transformation. ;) That's all I'll say. But you'll probably be able to find detailed information on TTC if you want to spoil it. :P

And yes, level 7 gags. :) They're out on Test already. But you need 9999 experience points in a gag track to get the level 7 gag for that track. Additionally, you can only carry one of each level 7 gag at a time. And, it takes about a month for the gag tree to grow. Finally, if you used a level 7 gag, you have to get 500 more experience points for that track before you can get another one.
In short, it's not going to be easy to get 'em. ;)
