Quest Kiosks are purchasable from the Inner Space Shop, under Specials (at least the last I knew)

you can buy the Quest Kiosk from Inner-Space Shop for 30,000 credits, Blue Space Suit Magic is needed.

get in Inner-Space Shop by going to Space Mountain Quest Dock and then go downstairs and go in the right door exit then do your Blue Space Suit Magic and go into the space part then use the exit space on the left then go up the door on the right then your in Inner-Space Shop.

And, of course, to get the space suit magic, you first need at least one Autopia magic pin and a driver's license, and to get those, you first need the deep sea diving magic.

It's a real pain in the virtual neck.
