Really all you have to do is hold Alt and press the numbers. (Not the numbers on top, in the line, the others). Doesn't work on a Mac or laptop.

They're ASCII codes that have been available since DOS first came out, and several threads already give directions how to create them, so I don't understand how you can say they're "Water's Symbols"
Character Map is a program built into Windows to give an easy display, copy/paste features. If you search the web you'll find the entire map in ALT codes.
Ever hear of ASCII Art, or a BBS?

P.S. I don't think you should call it "Water's Symbols." You didn't discover them and you didn't create them, and that's that.
