Theres 625(sandwitch guy) 626 (stich) 627 (pure evil guy) well whos 628,

628 has neve been activated. In the same episode where we met 627, at the end it showed Jumba with the experiment pod for 628 and he said something like "maybe I'll have better luck next time".
