Who has a user page I can view. I would like to see just what they are for and what they look like and make a decision whether to get one.

Well, go to the homepage and on the left side, you see User/Member pages
Click on that and you see the list of people that have a UP.

i think you have to pay to get a userpage, and check by the profiles of members, click on view my userpage

Yes, you do have to pay for one, but you can win one free by entering the competition hosted by Nick.
