...Or, it might be a selected number of person finishing (i.e. 10,000th player).

Or it could be completely random as you said, who knows!

yes random but seeing as they are giving away a shirt like every 2 minutes, i am sure a lot of people are going to win one

Maybe they do, but don't announce it so people won't think it's rigged... Just a guess, though.
