The dresses were sold recently just at Halloween, 2005. The only way to currently get a dress aka princess costume is to get lots of good stuff and trade for them. The outfit cost 500 credits per piece and the crown cost 500 credits.

With out the crown the costume cost 1500 but now is easily trading for about 4,000 to 10,000 credits. You will need to find nice people, win one in a contest run by guests, or trade for the dresses.
