No, a hat does not need a costume. A hat speaks for itself, it allows you to become creative and create your own outfits. It is something rather not set, something rather different, rather FREE. If all hats came with an outfit not only would it persuad more people to wear the costumes which would create a feeling that everyone looked alike, but it would also cuase everyone to feel they need to buy more expensive stuff. So while a costume with a hat is nice every now and then I also like the lone hats that allow you to be creative, individual, and more economic, lol. :) It is a good question though, I'm interested in seeing what others will think too.
