to get it you have to go to WDW or DLR and take a tour.(free tour :) )

I got the VIP code when I successfully completed the three WDW in park quests. They game me a card (much like a baseball card) which is Card #30 of 30. That card gives you the right to take the Virtual Magic Kingdom Insider Tour. On the back of the card is a secret code - that code gives the VIP badge. When you answer questions correctly on the quests you win cards that have codes for virtual prizes (ie Frontierland Saddle Seats Sofa and Aladdin's Flying Carpet Chair).
