Partially true, but not complete.

At Disneyland: you get gold ears when you buy any hat at participating hat sellers. You get black ears by creating a new character (guest) on the computers in Innoventions in Tomorrowland.

At Walt Disney World: you get gold ears when you buy any hat at participating hat sellers. You get black ears by creating a new character (guest) on the computers at VMK Central on Main Street.

At Walt Disney World, VMK Central is located inside the Cinema shop on Main Street. The participating hat shop is the Chapeau also located on Main Street.

You get them from a friend.Or go to Disnley Land or World and buy a pair and ask for the code.
