Judging from the halloween parades and shows they are doing in their parks, particularly WDW and TDL, I have developed the following theory about the Costumes. I'm assuming they are wrong fromt he start, but I thought I'd share.
The Costumes Theory
My theory calls for a sudden surge of costumes available for the event only. What I think we will see is the yellow version of the Explorer suit, the Blue Princess dress, the red Cowboy shirts, and new releases like the Pirate set and a Haunted Mansion set that probably won't be given out from the game. Buried somewhere in this would be the two remaining caps we have yet to see for sale as well as maybe a new item we haven't seen. My theory/want is for a jack-o-lantern mask that makes your head look like a pumpkin. Think the Headless Horseman, only more VMK looking.

WDW's Boo to You parade features Cowboys, Pirates, and even a float from the Haunted Mansion. Futhermore, during Mickey's Not-So-Scary Halloween and during TDL's Halloween Harvest, kids are encouraged to dress up, as they get candy. The pumpkin head mask came out of TDL due to their Halloween celebration being something called Kabowcha Kingdom. Kabowcha is Japanese for pumpkin. Basically, Donald cased a spell ("Abra Kabowcha!") and various things around the park turned into pumpkin versions of themselves.
So, yeah, that's it. Have it.
