I currently cannot get onto the Java Chat...It will not connect...is it down or something?

Yeah mine doesn't work either, but I think the problem is you don't have the latest Java which I'm pretty sure I don't either

Currently my computer has an icon at the bottom left next to the time, it says I need to update. Try going on Java and downloading it again. Maybe it'll work after you re-load it.
