I have no confirmed my beta test account, but does this mean when the game is finalised will i have to pay for the service. I am willing to pay no money at the moment for this online game so what should i do?

The confirmation is just to confirm your age. There is no billing involved at this time. Later on there will be a pay aspect, but it will be for extras.
