To Haunt The Docks you must Know the glitch:

Steps:

1.) Go to the Island in the middle.
2.) Go into the water so that you are standing, but if you where to take a step back, you would be swimming.
3.) Jump Back and Open your Schticker Book.
4.) When you Schticker Book opens, press the foward button until you hear your toon walking on the island.
5.) Press "log out of toontown"
6.) Right before your toon jumps into the hole, press Cntrl, and your floating!
